Most direct way to get it would probably be to play Reimu until you
get Breaking Boundaries, then set up a long combat against an isolated
Blue Orb or Purifier just playing that over and over again until you
get Yukari. Duplicate the Yukari, then you can exhume up any combination
of cards Boundaries has pulled in that fight to do pretty much whatever
nonsense you want, such as playing 30 cards in one turn. (Or, more
commonly, to get a big pile of buffs for that one achivement, to repeatedly
play Lucky Break for the money farm achievement, or to mass clone Shapeshift
Academy to guarantee the run clears).
Marisa with the right set-up is also more than capable of triggering this
on her own without even actually going infinite, since Borrow Materials is
a legitimately strong card that prints energy and also is three card plays.
Green Cirno can also very easily do actual infinites if she gets her hands
on two copies of Lost In Paradise and Fairy’s Wake Up. Use spellcard to get
a pile of rainbow mana, get all three of them in the same hand, use one LIP
to dupe the other, then use one of the dupes on Wake Up to produce energy.
Repeat to play whatever card you want an infinite number of times.
Sakuya can do more or less the same thing as well, but it’s a little more
convoluted since she doesn’t have Wake Up.
