* Proper cc80 perks (basically select all combat perks).
  For the 3 diplomacy configurations (Diplomacy per turn, Initial Diplomacy, 
  and Negotiated Increase), I find the following to be the most consistent 
  setup in regards to early blackmail:
* Diplomacy with other powers worth an additional -3 per turn 
  (a.k.a. unselected).
* Initial diplomatic value: -30.
* Negotiation penalty: -20.
* You can modify the diplomacy configurations as you prefer 
  (lower/no negotiation penalty etc.), but I believe diplomacy per turn is 
  the most important configuration and is better left unselected.
* Consul with lobbyist, negotiation expert, and goodwill ambassador skills 
  (preferably level 2).
* Invest in diplomacy tech 
  (leave enough for blackmail).
* First 3 turns don’t setup admin 
  (Production affects blackmail costs).
* Admin setup after turn 3.
* Skip turns.

* Reject wars.
* Accept blackmail.
* Slowly negotiate and ally.
