Use Hex editor to edit saved games:

Firstly, be warned, messing with the save game file incorrectly will cause 
the game to become unplayable. Backup the file before making edits.

* Find a hex editor that shows the ASCII of the hex. Like ImHex.
* Go look in the save folder for panzer general. Game.sv0 is the first save 
  slot and game.sv1 is the second, and so on.
* In the hex editor open the file and scroll down until you see unit names.
  in hex 0A = 10 and 0F = 15

1. Assuming the unit is at 10 strength look for a section under the name that 
  is: 0A 01 01
  That is what you can edit.

  See this key starting with the 0A:

  X 01 01 00 Y Z 00 00 U V W

  Each letter above relates to a 2 hex code like 0A
  x = strength of the unit - max of 15(0F)
  y = fuel level - too high and you see graphic issues
  z = ammo level - too high and you see graphic issues
  u = experience - change to like 40 max, though ive seen it higher too high 
      and you see graphic issues
  v - star level - 05 is max
  w - current movement - you CAN change units to have larger movement that usual. 
      troops with 10 movement? yes please. This only lasts the current turn usually.

2. If the unit has already moved this turn W above would be 00. 
   Change to a value then after W will be 01 00 01. Change this all to be 00 00 00 
   and the unit will have another turn instantly with whatever movement you set.
   You can continue to do this and clear a stage round 1 if you wish.

3. if you delete ALL the hex of a unit, the unit will be removed from the game. 
   Want to start the game with every enemy except 1 removed? Delete them all.

4. you can edit the location of the unit, but I wouldn't, it's too complicated 
   and I don't understand. just save, edit, load and give the unit extra turns 
   as needed.

5. you can edit your prestige, but I forget where. You can search for the hex value 
  of your prestige and edit it. FF FF is max. Be warned if you find it and make it 
  that, you will roll over to 0 if you earn any. So I would make EEEE max just to be
   safe.
